Make Lower Subansiri model cardamom producer: Dr Mai
DEED, May 17: Spice Board of India (SBI) member Dr Hatobin Mai asked the large cardamom growers here to make Lower Subansiri a model district in terms of producing large cardamom.
Addressing a meeting here on Saturday, Dr Mai expressed appreciation for the local farmers for producing the highest quantities of large cardamom in the state. He asked them to “revolutionise this cash crop” in view of its growing value in the national and international markets.
"Sikkim and Arunachal Pradesh are the only two states that grow large cardamom which is sold at Rs 1600 in the market and the rate is increasing day by day", he pointed out.
State rubber board chairman Likha Maj and Arunachal Pradesh State Level Monitoring and Vigilance Committee chairman Toko Anil urged the cardamom growers to avail of the benefits of the SBI, saying large cardamom is a money spinner for the state.
Earlier, Dr Mai, Maj and Toko inaugurated the RCC bridge over Keyi river, which was constructed by the Dozer Charitable Society and the World Vision without any government aid.
Endangered mongoose species rescued
ITANAGAR, May 17: A pair of endangered mongoose (Herpestes Spp.) has been rescued from Leki village, Naharlagun by animal lovers.
The mongoose species listed in Schedule-
They handed over the animal to Raya Flago, Curator, Biological Park, Itanagar for treatment and further rehabilitation.
The curator has appreciated them on behalf of Environment and Forests Department for their noble gesture and asked them to continue the noble work.
ANYA condemns MHA report
ITANAGAR, May 17: The All Nyishi Youth Association (ANYA) has condemned the report of Ministry of Home Affairs wherein, Tarasso ZPM Nabam Eka and two other people were said to have links with the underground outfit National Liberation Council of Taniland (NLCT). It claimed that the report was false and that the ZPM is innocent.
Instead of taking serious action against the erring Army men, why was the ministry and secret agencies are targeting the innocent ZPM and people?, stated ANYA in a press statement. If the ministry knows the banned NLCT cadres, why don’t they arrest them? Why this baseless allegation against the ZPM?, it questioned appealing the authorities not to harass the common people.
Meanwhile, ANYA has questioned the silence of the minister of state for home affairs Kiren Rijiju on the issue of the non inclusion of the Indian map as displayed in the Chinese media recently.
MDMI to cater training needs of bank staff

Institute (MDMI) was inaugurated by KJR Burman, Commissioner, Cooperation & Industries
who is also Chairman of Skill Development Board of Arunachal Pradesh, at the premises

The Chief Minister was very much concerned with skill development and to give thrust to this area a State Board is constituted, he informed and assured all possible assistance from the department to successful conduct of programmes.
Earlier, Apex Bank Managing Director Tsering Thongdok stressed the need for building capacity of the bank staff through regular training to keep pace with the fast changing banking scenario.
He informed that the MDMI State Centre will be managed by the Apex Bank and will benefit the staff of bank, cooperative societies, farmers clubs, SHGs and JLG with the support of the MDMI Shillong.
Dr. JB Dutta, Director, MDMI, Shillong, opined that the institute was established in 1998 at Shillong for capacity building of cooperative personnel of North Eastern Region. It has so far conducted more than 400 programmes covering more than 12000 participants from North Eastern states. He said that skilled development is the key to success for any business organization and should give utmost priority. He assured all possible assistance and wished a success.

Dr. Tarun Mene, a social scientist and expert on suicide trends in Arunachal Pradesh and psychologist Jyati, an Assistant Professor of IGTMSU were the main resource persons. They explained on the reasons, issues and prevention of suicide.
The day two concentrated on Career Guidance and Counseling for the students as well the dropouts.
The resources persons drawn from various fields included John Pada, Dy. SP, Ziro, Bharat Lingu LRSO, Ziro, Ngilyang Tajang, Public Leader and Businessman, Rev Tage Donyi and Duyu Tabyo, Writer and Filmmaker.
President of ABAYD Nending Ommo, on the occasion emphatically said that Christians are not mere a group of Church goers but also the stakeholders of the development of the society where we live. This programme is a small part of our endeavour to contribute to the society, he said.
AYA President Taku Chatung opined that religion is never or should not be a barrier to do any good work for the society.

ITANAGAR, May 17: An awareness cum training on social issues/rights and entitlements and government schemes/benefits and welfare legislations was conducted today by Indo Global Social Service Society at Chimpu, Itanagar.
The programme aims to create awareness and curiosity among the younger generation about social issues and rights and entitlements/benefits and welfare, stated an release.
Resource person NeelamRupa started with the issues and problems of present youth of the state which is affecting their life and as well as the society as a whole. Resource person Bengia Seema highlighted on various rights and entitlements, most importantly of RTI. She briefed about how to file RTI by using proper methods. She also briefed about RTE Act and its usefulness to society.
Another resource person, DaniYakang talked on domestic violence and child marriage in the state and called for it to be addressed by the young generation. The training was attended by 38 participants.

Govt warns against misuse of social networking sites
ITANAGAR, May 17: Taking serious note of the misuse of social networking sites by some individuals and groups with objectionable posts to trigger communal hatred and disharmony, the state government has decided to take firm actions against the offenders.
Some individuals and groups using fake identities have been spreading concocted and misleading information in the social media, especially on Facebook targeting influential people in the government. There have been deliberate attempt to defame and malign the image of personalities and the Government to create chaos in the society”, Govt. spokesperson Bamang Felix said in a press statement.
The state government has directed the state police and IT agencies to keep close vigil to unearth all the fake id users in the social media and take serious actions against them as per the IT Act and relevant sections under IPC. It further directed to ban the groups in the social media who have been promoting such fake ids by posting their status in their pages, which intends to create social disharmony, invites communal hatred and create law and order problem. These groups will now be held responsible for spreading false rumors and creating unrest in the society and will attract serious actions under the law of the land, Felix cautioned.
Recently, a fake account holder had posted a wrong and malicious post claiming Government Spokesperson and Parliamentary Secretary Education, IPR and Printing Bamang Felix to have resigned from his post owing to distorted facts which was apparently published in one of the regional newspaper too. Felix had immediately lodged a complaint in Itanagar Police Station against the wrong and false post and had requested the police to nab the culprit at the earliest and award him exemplary punishment.
When being apprised of the trend which is not healthy for any state, the government has taken serious steps to contain such malpractices.
Social media is a means to connect each other, unite people, create bonhomie, bridge distances and share constructive views and not at all a tool to promote communal hatred, malign the image of individual or organization or spreading rumours which are untrue, said the govt spokesperson.
He appealed to the citizens to use social media for constructive purposes instead of creating chaos and hatred in the society and urge upon them to maintain the information technology ethics.

ITANAGAR, May 17: The lack of availability of bus service from Naharlagun railway station to various parts of Capital is giving a tough time to the passenger arriving by train. According to a report, state transport service had started two shuttle services from Chimpu and Banderdewa to the Naharlagun Railway Station in March this year.
However, the bus service was reportedly stopped after locals of Yupia opposed it. “Bus service was stopped claiming it was infringing upon the employment opportunities of locals. Even though locals started providing taxi and auto service but it is too costly and beyond the reach of common men”, said a regular user of train service.
Chief Secretary Ramesh Negi had also taken up the matter and reportedly issued direction for continuation of bus service. But till today the service has not resumed due to which many passengers prefer to disembark at Harmuti railway station. On their part, he transport department officials clarified that till the issue is resolved they will not restart the shuttle service. “We have taken up the issue with Chief Secretary, DC Papum Pare and local MLA Techi Kaso. A meeting was supposed to be held involving all the stakeholders which include local land donors. But as of till now nothing has happened. We can’t risk security of our staff”, said a senior official of Arunachal Pradesh State Transport Service.
Kaso for expediting ongoing schemes
AALO May 17: Parliamentary Secretary (UD & Housing and Land Record & Settlement) Techi Kaso stressed on preparing feasible schemes only basing on land availability to avoid any delay in executing the works and submission of Utilization Certificates (UCs) to the Govt. of India to get the timely budgetary support from the Centre.
Assuring cent percent assistance to all need based schemes in consultation with the chief minister, Kaso advised the department to tie up with administration to get land for any kind of establishments.
Kaso visited ongoing divisional office building of UD and Housing, retaining walls and drains at Aalo Township.
Stressing the importance of developing road infrastructure in the state, Kaso advocated for realistic assessment of compensation claims to start the highway construction works. He called upon the MLAs, ZPMs and public to come forward and cooperate to expedite the works.

AAAHISRDA cautions against those mounting pressure to get supply order
ITANAGAR, May 17: The All Arunachal Agriculture Horticulture Inputs Suppliers Registered Dealerships Association (AAAHISRDA) has expressed concern over the alleged pressure mounted in the office of the Director and Deputy Director of Horticulture Department by some persons claiming themselves as the members of the Association for awarding supply works.
Our association never permits any of its members to obtain work order forcefully, the association said in a release and cautioned against such illegal activities.
The association requested the department to identify the individual(s) involved and lodge complaint against them.
It also appealed to the Home Department to deploy security personnel to guard the officers of the Horticulture Department.

Imposition of Financial Emergency
Dear Editor,
The provision of Financial Emergency is enshrined under the Article 360 of the Constitution of India. The Article 360 is provided to safeguard the financial instability of the India. Under this Article the Union government takes control over State government on every financial matter.
Grounds for the imposition of Financial Emergency:
a. If the President is satisfied that the situation has arisen whereby the financial stability or credit of India or any part of the territory thereof is threatened, then He or She may declare Financial Emergency.
b. The 38th Constitutional Amendment Act 1975 states that satisfaction of President to declare a Financial Emergency is immune from Judicial Review, but the provision is subsequently deleted by the 44th Constitutional Amendment Act which restored power of the Judicial Review even over the satisfaction of the President.
Parliamentary Approval
a. Every proclamation to declare Financial Emergency shall be laid down before each house of the parliament and must get approval in two months from the date of issue.
b. Provided that if at a time of proclamation of Financial Emergency, Lok Sabha has been dissolved or dissolution of Lok Sabha takes place in mean time (i.e. within two months from date of issue) then needs the approval of Rajya Sabha within two months, but such proclamation shall cease to operate after 30 days from the sitting of Lok Sabha after its reconstitution if not get approved by new Lok Sabha in 30 days.

Effects of Financial Emergency
a. When Financial Emergency is in action, the executive authority of the Union shall extend to the giving of directions to any state to observe such canons of financial propriety as may be specified in the directions, and to give such other directions as the President may deem necessary and adequate for the purpose.
b. When Financial Emergency is in operation , the directions given by or powers assumed by the Union or the President are as follow:
i. A provision requiring the reduction of salaries and allowances of all or any class of persons serving in connection with the affairs of the state under the PART XIX of the Constitution of India.
ii. A provision requiring all Money Bills or other Bills to which the provisions of Article 207 apply to be reserved for the consideration of the President after they are passed by the Legislature of the State.
iii. It shall be competent for the President to issue directions for the reduction of the salaries and allowances of all or any class of persons serving in connection with the affairs of the Union including the Judges of the Supreme Court and the High Courts. While explaining the provisions of the Financial Emergency, Dr. B.R Ambedkar states that this Article more or less on pattern of National Recovery Act of USA passed in 1932 which gave President the complete power over economic and financial matters to remove difficulties and these provisions are taken by USA after Great Depression of 1930.
Proclamation and consequence of financial emergency
a. The Financial Emergency has never been imposed in any part of the Country or article 360 has never been used till now
Implementation of financial emergency
It seems that various organizations and the BJP are demanding for proclamation of Financial Emergency in Arunachal Pradesh stating that the state is under the threat and on the other hand, the Congress government is not giving any clarification.
The state may be in the financial deficit, but it cannot be said to have a threat as the state government is able to handle the situation. Now will the organizations in the capital demanding for Financial Emergency justify or can the BJP assure that after the imposition of Financial Emergency, there will be no hue and cry in the state.

This concern the sorry plight of the SSA, APTET 2014 recruited teachers.
The Government of Arunachal Pradesh in connivance with the Central Government crafted a masterstroke of the millennium when the Scheme of SSA was materialized, that is to generate/create a labour force and make them work upon the whims and fancy, but when the question of the labour force being reimbursed, the labour force will not have any say. Why? Because, these labour force are contractual labours and as such they have no any say as regards to their rights, and if any of these labours dare say, their fate totally grim. The SSA APTET 2014 appointed teachers are the labours in this regards.
That, when it concerns our qualifications we are also at par with those other Government
employees, only it is that we do not have the requisite political nexus and fat loads
of cash to buy jobs. It is that we belong to the section of the society who although
have the calibre to go on head-
But in return, what do we get?
While you prosper day-
It is an undeniable fact that the people of Arunachal Pradesh are all the descendants
of tribal nomadic ancestors who for their sustenance were dependent mostly upon the
mother nature. Yes, some can defend that your father and father’s-
Your money is meant for us i.e. our due salary, meant for the development of Arunachal Pradesh, meant for the development of the infrastructure in Arunachal Pradesh, meant for the development of Arunachal Pradesh in all the aspects.
While you continue to prosper day-
It has been ten months since the day I am rendering my dedicated service to the people of Arunachal Pradesh, but till today I am to be paid my due salary, ten months I am sustaining, only God, if there is any, will know. Today my condition is such that I have no respect in my family and my society, my wife has left me, I have not seen my children in months as they are living in the charity of others and they refuse to see me because they are ashamed of me, my agony is endless.
In such a condition of mine and others, what are we supposed to do?
Please do not test our patience any further. Release our due salary of the last ten months.
We are ordinary people and do not bother and also do not understand your daily published statements, plans and policies as regards to the financial (mis)management of the state. Pay us our due salary and we will continue to render our unquestionable dedication towards the State.

Check forest produce
Dear Editor,
Through your daily, I would like to bring forth the largest deforestation and destruction of natural habitats going in Seijosa under East Kameng district since many years.
Seijosa which houses one of the largest and most resourceful forest areas is almost exhausted of its matured tress due to illegal timber cutting and selling by the local people and outsider to the Assam contractors at a very cheap rate.
Though the forest department do exist but it has failed to protect the forest and its resources very badly.
Your daily has also published some articles regarding the checking done by the Forest
department but the fact remains that it has very badly failed to do checking and
stopping of illegal forest cutting and selling. All the forest products are passing
